MS Hot Fix 823803 Woes

how to push out a hotfix with insufficient testing,
Microsoft have managed to kill off RAS on many NT 4.0
clients where Hot Fix 823803 has been applied.
If you're getting the following syptoms in the Event
Log, then this hotfix has trashed your RAS settings.

to Point Protocol engine was unable to load the module.

Connection Manager failed to start because the Point
to Point Protocol failed to initialize.
